A similar decision made in the US would see Russia placed on a sanctions list that currently includes Iran, North Korea Syria and Cuba. 

And it would restrict foreign aid, a ban on defence exports, stricter controls on technology exports used for military purposes and other financial constraints. 

The EU’s decision is primarily a political one, given that, unlike the US, the country doesn’t have a dedicated list for state-sponsored terrorist regimes. 

The bloc will bring no significant legal consequences, as this remains in the primary individual control of its 27 member states.
